A coherent safety culture
The project will identify learning needs, design an internationally co-delivered learning package and implement pilot courses to help bring together a wide range of actors interested in security and rescue in the Baltic Sea region.
Baltic Sea Security -University Network
The aim of the network to be built in the project is to identify and bring together, in a multidisciplinary way, actors who can develop and offer Master’s level studies in English for the development of Baltic Sea security cooperation capacities.
Key measures of the project
The aim of the project is to identify common strategic and operational approaches and share good practices to promote security and rescue in the Baltic Sea region and to promote the development of common management processes through training.
Baltic Sea Security -University Network
The aim of the network is to identify and bring together actors in a multidisciplinary way who can develop and deliver Master’s level (EQF7) studies in English to develop the capacity for Baltic Sea security cooperation. The network will encourage actors to participate in and benefit from these studies to develop operational joint capabilities to improve the overall security situation in the Baltic Sea region.
Study modules
The project’s university partners will jointly identify needs, expand the network and design a study programme that meets the needs of the actors and takes into account the security situation in the Baltic Sea. Laurea and XAMK Universities of Applied Sciences will contribute to pilot courses, inviting students both from the universities in the project network and through their national networks. The training is intended not only for university students but also for those already in working life, for example.

Main concrete results of the project
- Laurea and XAMK will each design and implement an international 5 ECTS pilot course. These pilot courses will also be open to interested students through international partners and the Baltic Sea networks of the Ministry of the Interior, among others.
- Description of learning needs identified with international partners. These descriptions will serve as a basis for the project’s application for further Erasmus funding to strengthen security culture and training in the Baltic Sea region.
- The project has put together a network to design an international network-based 30-40 ECTS course on strengthening the Baltic Sea Region’s security culture and training. The partners for the project’s Erasmus grant application will be drawn from this network.
- The project will implement the Erasmus grant application in such a way that in about five years the training package will be available to actors in the Baltic Sea region. The university network is applying for this external funding to co-develop an international network-based study module.
- It is expected that the network of higher education institutions and cooperation established during the project will continue to function after the project has ended.
