The Gulf of Finland Oil Spill Response Management Model

Project aims to improve the oil spill response competency and overall preparedness for marine oil spills on the coast of Gulf of Finland.

The project is implemented together with the rescue services along the Gulf of Finland coast.

The project will result in an oil spill response manual for a major marine oil spill

Main objectives and activities

SÖKÖSuomenlahti project updates the oil spill response management models SÖKÖ I and SÖKÖ II developed in 2007 and 2011. Models will be unified and elaborated in order to measure up to the technological development and the changes in spill response legislation. The oil spill response management model describes how to conduct the oil spill response operation within the field of responsibility of the Regional Fire and Rescue Services.

The SÖKÖ spill response management model is scenario-related, scaled to the worst-case marine oil spills expected. The model consists of guidelines for response tactics, oil containment and recovery, reconnaissance, shoreline protection, onshore clean-up operations, waste management, spill response logistics, communication, human resource and financial management, claims and compensation procedures as well as health and safety issues.

The SÖKÖ response model also includes several spill response management tools, such as operative charts with shoreline segmentation, waste flow charts, reconnaissance forms and other data management applications.

OBJECTIVES

The aim of the project is to

  • improve the oil spill response competency and capacity, develop spill response techniques and tactics and overall preparedness to marine oil spills
  • minimize the impacts of major oil spills by means of up-to-date and jointly developed response guidelines.

ACTIVITIES

  • To compile a spill response manual. The manual comprises over twenty sections, each of which describing either a temporal phase or the specific field of responsibility
  • To carry out field surveys to produce geographic information including data on oil waste logistics and sensitive areas
