New simulators to support spill response training

Project objectives and activities

OBJECTIVES

The aim of the project is to develop and purchase a new oil recovery simulator to support SCAROIL training. In addition, the aim is to install an oil spill response extension to the existing bridge simulator, which will allow the training of oil spill response tasks such as booming. Together, the simulators form a unique oil spill response learning environment.

The SCAROIL Simulators investment project is a parallel project to the ESF-funded training project SCAROIL Simulator Training for Cargo Handling and Oil Recovery.

ACTIVITIES

WP 1. Definition of the procurement. The definition of procurement will be based on the ESF parallel project’s study of training and competence needs and on simulation pedagogical approaches. For this project, the specification will be documented in the form required for the procurement process.

WP 2. Tendering and selection of the supplier

WP 3: Participation in the development of simulators as support to the equipment manufacturer for testing and finalisation of the simulators. This measure includes visits by project staff to the simulator manufacturer to test the simulator prototypes. Two testing milestones will be agreed.

WP 4. Deployment of the simulators
Supervision of the installation of the simulator equipment. A wider deployment and piloting will take place in the framework of the ESR project in spring 2017.

Project results

Investment in an oil recovery simulator for the full implementation of the ESR project SCAROIL-Simulator Training for Cargo handling and Oil recovery: the training used a purpose-built oil recovery simulator.

The simulator was manufactured by Mevea Ltd from Lappeenranta and modelled on a brush bucket skimmer from Lamor Corporation Ltd from Porvoo. The oil recovery simulator simulates an excavator-mounted bucket skimmer that can be used to collect oil from the water, either from the edge of a harbour basin or from the top of a barge.

Based on background studies during the design phase of the project, the companies involved and feedback from international forums, the simulator is completely unique. The purpose of the simulator is to bring oil collection and handling into the context of a more holistic oil spill response exercise. The simulator models not only the operation of an authentic skimmer, but also oil recoverability, the collection process and performance, and the resulting need for intermediate oil storage.

The operator of the skimmer receives feedback from the exercise on the performance of the exercise: execution time, position of the brush bucket and oil/water content of the collected liquid.
