Xamk’s NELI RDI Unit (North European Logistics Institute) conducts research and development into new innovations for the future business opportunities in unmanned aviation. The aviation industry is transitioning towards electrification, experiencing rapid growth, and becoming integrated with traditional manned aviation.
In the MIERO project, Xamk and Ekami (Kotka-Hamina Region Educational Consortium) are generating new knowledge and educational materials for future professionals in unmanned aviation to meet the continuing education needs of companies in the Kymenlaakso region and employees at the Pyhtää Helsinki East Aerodome business park.

The beneficial use of unmanned aviation is increasing
A shortage of skilled professionals in unmanned aviation has been identified, particularly for challenging specialized flight operations, limiting business growth for companies. Through research and development efforts, Xamk and Ekami are offering knowledge and skills to those interested, creating an educational pathway to become experts in drone technology. This educational pathway covers basic Visual Line Of Sight (VLOS) operations up to the most demanding Beyond Visual Line Of Sight (BVLOS) specialized flight operations.
Xamk provides research and education for specialized category operations and special sensors
- BVLOS operations, flights beyond visual line of sight (PDRA, SORA)
- Developing operational manuals for BVLOS operations through practical training courses
- Sensors and analysis software: orthophotos (RGB), thermal imaging, point cloud generation, and data utilization (LiDAR)

Xamk’s NELI RDI Unit focuses on the future of air traffic, with research areas including aviation digitalization, electric aviation, drones, drone logistics, and airspace management. NELI collaborates on aviation research with local airports, government research institutions, and other universities, and has extensive experience in specialized category operations and the associated regulatory processes.
NELI has a safety management system and operational licenses in place as required for specialized category operations, and its personnel have completed the necessary competency training. As part of its research activities, NELI conducts Beyond Visual Line Of Sight (BVLOS) flights within its dedicated test area, which is connected to the Helsinki East Aerodrome.
The NELI unit has access to a versatile fleet of drones and sensors that can also be used for educational purposes. The equipment is capable of conducting long-distance BVLOS flights, with control facilitated through mobile networks. Additionally, many members of the unit’s staff hold qualifications as professional educators.
