Logistics in improving EMS – LEMS

LEMS project is building a foundation for a data-based logistics planning in EMS operations to enhance citizens’ attainability to emergency medical services in Wellbeing services counties of Kymenlaakso and South Carelia.  

In the right place at the right time

Public healthcare is strained, and expenditure has risen. Public health services, in which EMS also belongs to, it is essential to find knowledge-based and cost-effective solutions in developing the service entity. This is how equal access to help can be secured.  

The primary goal of LEMS is to present outcomes which enhance the attainability of EMS by the development of EMS logistics planning and optimization. Knowledge-based management in logistics and route planning can advance the citizens accessibility to emergency medical care in urgent cases specifically in inhabited rural areas.

 

This is what we do

The project presents simulations to a digital map template to address the benefits in data-based logistics planning in service attainability. Simulations will demonstrate the impacts of EMS logistics planning and point out the measures EMS field officer can take to guide the EMS resources more efficiently to meet the set targets especially in urgent A and B category services.  

The LEMS projects outcomes can help to enhance level of service by shortening the time delays in EMS and improve the attainability of EMS especially in inhabited rural areas by introducing knowledge-based support to decision making in logistics planning. Voids left by units in missions may be covered by planning, for example when return routes are guided through other units’ areas.  

The outcomes of the project are analysis of the operating environment and present condition, database to enhance the logistics planning, digital attainability map and simulations in said map.

Equal and fair EMS regardless of the location

Logistics planning is a focal function ensuring the help for patients in time. Currently there are no knowledge-based solutions and logistical approach is not applied efficiently to enhance the planning.  

Logistics in improving EMS LEMS project is conducted in Kymenlaakso and South Carelia areas, where both have challenges recognised in EMS attainability specially in rural areas, but also in population centres.  

The delay in reaching patients in urgent A and B category missions are longer than the pursued delays defined by the Wellbeing services counties. Delays in life threatening health related emergencies may have significant, even fatal consequences.  

With simulations, a comparison between the present state of logistics and route planning can be compared to the cases enhanced with logistics means. Solutions developed in this project create conditions to a more consistent management and to more equal and fair attainability of EMS to all.
