Towards Improved Preparedness Collaboration in Kymenlaakso Region
Sharing knowledge, know-how and good practices are key to the development of regional preparedness cooperation. Education and research organizations produce researched and topical information and know-how for regional preparedness.
South-Eastern Finland University of Applied Sciences Xamk and the Kotka Maritime Research Centre bring the roles of educational and research organizations, companies and 3rd sector actors into the development of regional preparedness cooperation.

Project key measures
The measures of the project will strengthen the cybersecurity know-how of SMEs in the Kymenlaakso area and prepare for cyber threats. The project will pilot preparedness of the energy supply with the means of the production, distribution and storage of solar energy. Furthermore, the development of digital safety and preparedness exercises complement existing training practices.
Improvement of cybersecurity know-how
- The cybersecurity competence needs of SMEs in the region will be explored through a workshop
- Up-to-date cybersecurity exercises and info sessions
- The target group is also offered the opportunity for a more extensive experiment in the development of information security
Energy supply preparedness
- Energy supply preparedness will be developed by completing a survey and a pilot for the production, distribution and storage of solar energy at Kotka Kantasatama area.
Preparedness training in digital platform
- Free digital training content for SMEs, volunteers and other organizations in the Kymenlaakso region.
- Training contents are developed in cooperation with operators. Xamk produces and builds digital exercises on the selected platform
Multidisciplinary preparedness training
- Educational and research organizations, companies and actors from 3 sectors are included.
- Exercise scenarios are prepared in cooperation with regional actors.

We aim for strong cooperation between regional actors
The project creates a strong basis for regional cooperation between educational and research organizations, companies, voluntary organizations, and authorities.
Closer cooperation and refined operating models enable the sharing of diverse information and know-how and the development of common safety expertise. The effects can be seen as strengthened preparedness for crisis situations and understanding of the comprehensive security model.
