European Logistics Institute – ELI develops the resilience of society, logistics, and overall logistics security.
ELI is a multidisciplinary competence center for the logistics sector and coordinated by Xamk. It comprises a broad network of authorities, companies and educational institutions.
We improve the operations and crisis resilience of Finnish organisations.
Why Is ELI Needed?
Logistics is a key component of critical infrastructure and resilience, and its importance for societal security will become even more pronounced in the future.
The management of logistics chains will become more complicated and the critical infrastructure vital for resilience is mainly held by the private sector.
Critical infrastructure includes services and production that enable the continuation of essential societal functions. This includes, for example:
- Energy production and distribution
- Telecommunications and communication networks
- Transportation and logistics systems
- Water and waste management
In the future, managing international cooperation and interdependencies will pose additional challenges to managing these systems.
New technologies create both threats and opportunities, which are important to research and test. ELI’s mission is to find solutions that can be utilized across the country.

We are a network with a physical location and permanent staff
ELI studies and tests technological challenges and solutions for logistics and supply chain and their cybersecurity.
In addition, logistical interfaces between authorities and in society are studied and developed.
ELI organizes training and logistics exercises to test different concepts, operating models and scenarios presented by the participants.
ELI contributes to providing added value for national and international functionality of logistics. Goal-oriented and appropriate cooperation between actors in order to achieve efficiency, effectiveness and added value is essential.
ELI is a network with a physical location and permanent personnel, but also actors in the network in Kymenlaakso and outside the region.
ELI has partners who benefit from its results and procure services from it. ELI serves authorities, companies, and communities with expert and training services.
We offer the opportunity to utilize Xamk’s expertise as well as various training and development environments to support product and service development.
Main Tasks of European Logistics Institute
We organise trainings, exercises and workshops on logistics and cyber security. We serve authorities, businesses and communities.
We research and test challenges and solutions related to logistics, supply chains, and their cybersecurity.
We analyse solutions for logistics arrangements and technical implementations in logistics. We produce publications and reports on societal security of supply and logistics.
We establish common rules that improve the management of critical infrastructure, such as logistics and telecommunications, and strengthen our society’s readiness to face international crises and disruptions.
Kymenlaakso Region – A pioneer in logistics and security in Finland
Kymenlaakso is the home region of ELI. Thee region has many different types of logistics and safety actors, e.g., cyber security researchers. Kymenlaakso has a strong tradition of training and research activities in logistics and safety.
Various authorities operate within the region, including the defence forces, which are strongly related to the development of logistics security. Kymenlaakso’s business field is a natural cooperation entity of ELI.
